Analysis and Research


Department of Analysis and Research in the field of human rights is one of the key structural units of the National Human Rights Centre of the Republic of Uzbekistan.

The department operates according to the Regulations of the Centre, the Regulations of the Department, and within the international and national legislations and internal orders.

The department conducts activities in compliance with the annual plan of activities approved by the Director of a Centre.

Department is entrusted with the following tasks:

  • Development of the national reports on observance and protection of human rights and freedoms in the Republic of Uzbekistan;
  •  Development of the national action plans in the field of human rights and freedoms;
  • Monitoring of realization of the national action plans in the field of human rights and freedoms;
  • Development of the national programs on protection of human rights and freedoms;
  • Establishment of information database on realization and development of human rights and freedoms;
  • Expertise of draft laws and other regulatory acts on human rights and freedoms;
  • Development of a strategy on formation of population’s legal culture;
  • Development of recommendations to the government bodies on improvement of their activities in the field of observance and protection of human rights and freedoms;
  • Interaction with non-government public, human rights organizations and political parties in the field of human rights;
  • Preparation and conduct of information and educational events on human rights;
  • Arrangement of publication activities on issues of human rights;
  • Conduct and participation in sociological researches on development of human rights and freedoms;
  • Development of scientific researches on observance and protection of human  rights at national, regional and international levels;
  • Development of the Centre’s annual reports on the basis of summarizing the reports of all structural units of the Centre.
