Memorandum of Cooperation signed between National Human Rights Centre of the Republic of Uzbekistan and the High Commissioner for Human Rights in the Russian Federation

On January 16, 2019, a solemn ceremony was held to sign the Memorandum of Cooperation between the National Center for Human Rights of the Republic of Uzbekistan and the High Commissioner for Human Rights in the Russian Federation.

The Мemorandum is aimed at mutually beneficial cooperation in the field of protection of human rights and freedoms, mutual exchange of experience on the promotion of state compliance with obligations under international conventions and agreements in the field of human rights, the exchange of information and literature on the protection of rights and fundamental freedoms of citizens, forms and methods of their protection.

One of the main directions of the Memorandum is joint practical and research work, outreach activities, the organization of scientific and practical conferences, seminars, and trainings in order to improve mechanisms for human rights activities at the local, national and regional levels. 

Also within the framework of cooperation, it is planned to hold regular bilateral consultations on the protection and observance of human rights. 

The event was held on the platform of the Uzbek-Russian “roundtable” discussion on the theme “Cooperation for the benefit of human rights and the rule of law: Humanitarian aspects of cooperation between the institutions of the Ombudsman of Uzbekistan and Russia”, organized during the visit of the High Commissioner for Human Rights in the Russian Federation, Tatiana Moskalkova. The event was organized by the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan, the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman), the National Human Rights Centre of the Republic of Uzbekistan and the High Commissioner for Human Rights in the Russian Federation.

The welcoming statements were addressed to the participants by Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan N. Umarov, High Commissioner for Human Rights in the Russian Federation T. Moskalkova, High Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) U. Muhammadiev, Director of the National Human Rights Centre of the Republic of Uzbekistan A. Saidov.

In the course of the “roundtable”, there was a discussion of topical issues of the protection of human rights in the modern world, the legislative framework for ensuring the activities of the Parliamentary Ombudsman was considered. 

Special emphasis was paid to the main directions of the state policy of the Republic of Uzbekistan in the field of ensuring human rights and freedoms in the context of the implementation of the Action Strategy for the five priority areas of development of the Republic of Uzbekistan.

Deputies of the Legislative Chamber, members of the Senate of Oliy Majlis, heads of relevant ministries and departments, representatives of law enforcement agencies and civil society institutions were attended the “roundtable” discussion.
