Deputies heard the report of the Ombudsman

On February 12, a regular meeting of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was held. The meeting was attended by representatives of ministries and departments, law enforcement agencies and courts, civil society institutions. After approving the agenda proposed by the Kengash (Council) of the Legislative Chamber, deputies heard the report on the activities of the Authorized Person of the Oliy Majlis for Human Rights in 2014.


The report was made by the Commissioner Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) S.Rashidova.

It was noted that the main activities of the Ombudsman during the reporting period were promoting the improvement of national legislation on human rights, monitoring of its compliance, consideration of citizens’ appeals, raising legal consciousness and awareness of public and officials, international cooperation in the field of protecting human rights and freedoms.

The work was conducted in close cooperation with the committees of the Legislative Chamber and the Senate of the Oliy Majlis, judicial and law enforcement authorities. The Ombudsman also took part in control and analytical activities of Parliament. Ensuring transparency and preventing violations in implementing the amnesty act took special place in the activities of the Ombudsman and its regional representatives.

The activities of the Ombudsman on considering appeals of citizens and restoration of their violated rights was carried out in strict accordance with norms of the laws “On the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman)” and “On appeals of individuals and legal entities”. Citizens appealed to the Ombudsman via general and e-mail, as well as “hotline”, during personal reception and meetings at places.

During the reporting period, the Ombudsman held a number of outreach events – seminars, trainings, “round tables”, conferences, organized a presentation in the mass media, participated in publishing activities in order to improve the legal consciousness of the population and awareness of officials.

Development of international cooperation of the Ombudsman was carried out by expanding contacts with foreign colleagues on both bilateral and multilateral basis.

After answering the questions, a thorough discussion of the report of the Ombudsman was held. Representatives of all factions of political parties and the deputy group of the Ecological Movement of Uzbekistan expressed their opinions and made suggestions.

Representatives of the faction of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan suggested the Ombudsman to pay more attention to the issues of protecting private property, rights of entrepreneurs and farmers. According to them, it is important to conduct more research and monitoring activities on implementation of legislation in the field of protecting the rights of farmers and entrepreneurs, taking into account that this issue is relevant for further improvement of living standards, creating new workplaces.

Members of the faction also suggested to improve the forms and methods of cooperation with the committees of parliament, establish a regular exchange of relevant information. It is important to improve legal education, advocacy of legal knowledge in society, in particular among law enforcement officials and civil society structures. Deputies paid special attention to the issues of strengthening cooperation among regional representatives of the Ombudsman with the mass media.

Speakers from the faction of the Democratic Party of Uzbekistan “Milliy Tiklanish”, based on the goals of pre-election platform and interests of the Party electorate noted that the Ombudsman should be more involved in the control and analytical activity of deputies in order to develop proposals on further improvement of the legislative process. Herewith, the need for special attention to issues of supporting, ensuring the rights, freedoms and legitimate interests of citizens guaranteed by the Constitution and laws of the Republic of Uzbekistan was noted.

Members of the faction also called for further strengthening of activities of the Ombudsman on protecting the rights of citizens in the area of national crafts, family businesses, domestic producers, motherhood and childhood, ensuring openness and transparency of regional representatives of the Ombudsman. It was emphasized that during the execution of these tasks, it is important to strengthen cooperation of the Authorized Person with state governing bodies at places, as well as NGOs, civil society institutions.

The members of the faction of People's Democratic Party of Uzbekistan stated that their most important task is an active participation in protecting the interests of all segments of the population in need of social support from the state and society, including pensioners and people with disabilities, as well as employees of budgetary organizations involved in social protection, representatives of the social sphere. In this context, an activity of the Authorized Person for Human Rights, which is an important democratic institution of legal protection of citizens, is very important.

Particular attention was drawn to the need of strengthening the role of social partnership, public control over the activities of state bodies in order to actively implement the state policy of ensuring and protecting the constitutional rights, freedoms and legitimate interests of citizens. According to members of the faction, taken measures orient the Ombudsman to an effective implementation of parliamentary control over the activities of government and management, promoting reformation of all aspects of the activities of government and civil institutions, supporting public initiatives of citizens, NGOs and the mass media.

Members of the PDPU faction also paid attention to the analysis of appeals received by citizens to the Ombudsman and their regional representatives in the light of the adopted new laws related to work with citizens’ appeals. Close cooperation and strengthening cooperation contributing to the implementation of an effective control over provision of human rights, freedoms, the identification of causes and conditions of their possible non-compliance is important in the upcoming legislative, control and analytical activity of deputies, factions of political parties and party groups of local Kengashes (Councils).

Representatives of the faction of Social Democratic Party of Uzbekistan “Adolat”, based on their Pre-election program, noted that the state should become a reliable guarantor of the protection of social and economic rights of citizens, in particular, it is important to further improve social justice, the right of every person to work, to free choice of work, qualified medical care and education, creation of favorable living conditions.

According to speakers, from the report of the Ombudsman it is clear that only two percent of all the complaints were received via the Internet. This figure is very low in an era of rapid development of information and communication technologies, the transition to a new level of creating favorable conditions for reliable feedback from the population. In this regard, it was proposed to improve the official website of the Ombudsman.

However, representatives of the faction also paid attention to the number of repeated complaints received during the reporting period. In this regard, the Ombudsman was suggested to achieve a reduction in the number of repeated complaints by strengthening bilateral relations with government and other bodies.

Members of the deputy group of the Ecological Movement of Uzbekistan were in favor of strengthening attention of Ombudsman on issues of protecting ecological rights of citizens. In particular, they recommended conducting more monitoring of the implementation of legislation aimed at protecting the health of citizens and the environment in ecologically unfavorable regions of Uzbekistan, to participate in various environmental activities carried out by the Ecological Movement of Uzbekistan.

Taking into account the views expressed in the course of discussion, deputies approved the report on the activities of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights in 2014 and adopted a relevant resolution.

The Legislative Chamber of the Oliy Majlis also considered other issues within its competence.
