“Ensuring judicial protection of human rights and freedoms in the SCO region”

October 18th, 2018 just before the Asian Forum for Human Rights, in the Conference Room of the Supreme Court of the Republic of Uzbekistan, an international conference on the theme: “Ensuring judicial protection of human rights and freedoms in the SCO region”, organized by the Supreme Court, National Human Rights Center of the Republic of Uzbekistan and the UNDP office in Uzbekistan was held.

Representatives of the judiciary of the SCO member states, diplomatic missions, the NHRC, the UNDP office in Uzbekistan and the mass media attended the event.

In his welcome speech, Farid Garakhanov, UNDP Resident Representative a.i. in Uzbekistan, noted, “Uzbekistan has moved to the most important stage in the development of the country's public and political life by adopting a Development Strategy.  This document is a kind of “Roadmap” for Uzbekistan to fulfill its obligations under the Sustainable Development Goals for the period up to 2030”, stressing that the adoption of the Strategy was proof of the republic’s commitment to strictly adhere to its commitments”.

He further highlighted “the Country Office and our Headquarters welcome the adoption of the Decree of President Shavkat Miromonovich on events dedicated to the 70th anniversary of the adoption of the Universal Declaration of Human Rights”.

F. Garakhanov also particularly welcomed the online broadcast of court sessions in 12 pilot courts of the republic.

The judge of the Supreme Court of Kazakhstan S.Abnasirov also welcomed the holding of this conference and expressed the opinion that “studying the experience of the countries of the SCO region is very important for all of us, and this initiative of the Supreme Court of Uzbekistan is on time”.

A representative of the Embassy of the People's Republic of China expressed the opinion that “this conference is an excellent platform for discussing innovations in the field of human rights protection in the Shanghai organization, which includes about 40 percent of the world's population”.

Chairperson of the Judicial Panel of the Supreme Court of Russia N.Timoshin stressed “the conference organized by the Supreme Court and the National Human Rights Center is the result of a close cooperation of the SCO countries in the field of human rights protection. This event proves that human rights are the foundation of all the endeavors of the Organization”.

The judge of the Supreme Court of Tajikistan, S. Toshev, noting the significance of the conference, said “the Supreme Court of Tajikistan also supports this initiative of the Supreme Court of Uzbekistan, and we hope that we will have the opportunity to exchange views and talk about our national changes in the format of such meetings”.

Director of the Executive Committee of the SCO RATS Y. Sheraliev highly appreciated the changes in the judicial system of Uzbekistan, spoke about the last meeting of the Director of the Executive Committee of the SCO RATS Y. Sysoyev with the judicial body of Uzbekistan, which was held in the form of video conferencing in this hall.

In the context described above, in order to maintain constructive cooperation within the Organization in the legal and judicial sphere, it is considered possible to work through the following proposals:

1. Establishing the practice of ensuring the participation of the judiciary and representatives of the NHRC in international conferences and other events dedicated to the protection of human rights in the SCO area;

2. A meeting of the chairmen of the Supreme Courts of Central Asia to discuss topical issues of judicial and legal reform in the countries of the region and the establishment of an ongoing dialogue between the highest courts during the Asian Forum;

3. Organization by the Supreme Court and the NCHR in June 2019 of an international conference dedicated to the anniversary of the establishment of administrative courts in order to study the experience of handling public law disputes in the SCO area.
