Saidov Akmal Xolmatovich

Akmal Kholmatovich Saidov was born in 1958 in Zangiota village of Tashkent region. Nationality - Uzbek. Education - higher. In 1981, he graduated from the Faculty of Law of the National University of Uzbekistan named after Mirzo Ulugbek with honors. In 1981-1984, he studied at the Institute of State and Law of the former Union Academy of Sciences, and in 1984 defended his candidate's thesis. In 1990, he received the scientific degree of Doctor of Legal Sciences, and in 1993, he received the scientific title of Professor of International and Comparative Law. Since 2017, he has been a full member of the Academy of Sciences of the Republic of Uzbekistan.

In 1985-1992 he was a senior researcher, head and director of the Institute of Philosophy and Law, in 1986-1987 he was the scientific secretary of the Department of Philosophy, Economics and Legal Sciences of the Presidium of the Academy of Sciences of Uzbekistan, in 1989-1991 he was a member of Youth Organizations of Uzbekistan. the chairman of the Committee, in 1992-1993 the director of the Institute of World Problems under the President of the Republic of Uzbekistan, in 1993-1994 he worked as the rector of the Tashkent State Legal Institute.

In 1994-1996, A.Kh. Saidov worked as the Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to France, as well as the Permanent Representative of Uzbekistan to UNESCO. Has the rank of Extraordinary and Plenipotentiary Ambassador.

In accordance with the Decree of the President of the Republic of Uzbekistan, since October 1996 he has been working as the director of the National Center for Human Rights of the Republic of Uzbekistan.

A.Kh. Saidov has nearly 30 years of practical experience in the field of parliamentarianism. In the past period of independence, he was elected to the national parliament 5 times. Since 1999, he has been the chairman of the Committee on Democratic Institutions, Non-Governmental Organizations and Self-Governing Bodies of the Parliament. At the moment, he is also the chairman of the parliamentary commission on the management of funds of the public fund for the support of non-governmental non-profit organizations and other institutions of civil society under the Oliy Majlis of the Republic of Uzbekistan.

At the 141st Assembly of the Inter-Parliamentary Union held in Belgrade (Serbia) on October 17, 2019, A.H. Saidov was elected a member of the Executive Committee of this organization for the period of 2020-2023 for the first time in the history of independent Uzbekistan.

At the 44th session of the OIC Council of Foreign Ministers held on July 10-11, 2017 in Cote d'Ivoire, Uzbekistan was a member of the OIC Independent Standing Commission on Human Rights as a representative of Asia. . A year later, he was elected as the chairman of the OIC Commission.

He is the chairman of the "Uzbekistan-Belgium" group of deputies, the head of the friendship group of the Uzbekistan-France parliaments and a member of the "Uzbekistan-European Union" inter-parliamentary cooperation committee.

A.H. Saidov is a full member of the International Association of Constitutional Law, a correspondent member of the International Academy of Comparative Law, a foreign member of the French Society of Comparative Law, a member of the International Association of Jurists of Asia and the Pacific and a member of the Russian International Law Association, Paris-1 He is an invited professor at the Sorbonne University.

He is the author of 30 textbooks and training manuals, more than 300 pamphlets and scientific articles on comparative jurisprudence, international law, constitutional law, human rights, theory and history of the state and law. His works were published in USA, Great Britain, Austria, Germany, France, Poland, Belgium, Russia, China, India, South Korea, Japan and other countries. He participated in more than 100 international scientific conferences.

In 1998, he was awarded the badge "Sign of Uzbekistan", in 2002 - "Fame of Labor", in 2006 - "Dostlik" and in 2017 "Respect for the Country".

"The National Center of the Republic of Uzbekistan for Human Rights" approved by the decision of the President of the Republic of Uzbekistan "On improving the activities of the National Center of the Republic of Uzbekistan for Human Rights" adopted on December 10, 2018 In accordance with the "Regulation on ", the Center is managed by a director who is appointed and dismissed by the President of the Republic of Uzbekistan.

The director of the center has the following rights in performing the assigned duties and functions:

Cooperation with state bodies, organizations and institutions of civil society in the implementation of the Center's powers;

Chambers of the Oliy Majlis of the Republic of Uzbekistan, the Cabinet of Ministers, the Constitutional Court, the Supreme Court, the Prosecutor General's Office, ministries, state committees and agencies on human rights issues, the representative of the Oliy Majlis of the Republic of Uzbekistan on Human Rights (Ombudsman) , to cooperate with the representative of the President of the Republic of Uzbekistan on the protection of the rights and legal interests of business entities;

Chambers of the Oliy Majlis, committees and commissions of the Oliy Majlis, the Cabinet of Ministers, ministries, state committees and boards of agencies, the Plenum of the Supreme Court, the Constitutional Court, the Prosecutor General's Office, the Presidium of the Academy of Sciences of Uzbekistan on human rights issues, participation in meetings of scientific councils of scientific and educational institutions;

participation in meetings, conferences and seminars held by state bodies, organizations, non-governmental non-profit organizations on the issues of ensuring and protecting human and citizen rights and freedoms;

unhindered access to penal institutions, places of detention and special receptions;

fulfilling the international obligations of the Republic of Uzbekistan in the field of human rights, as well as submitting proposals to the Administration of the President of the Republic of Uzbekistan, the Chambers of the Oliy Majlis of the Republic of Uzbekistan, and the Cabinet of Ministers of the Republic of Uzbekistan on issues related to the powers of the Center;

direct study on the ground of the practice of human rights in state bodies, law enforcement structures, including penal institutions, scientific and educational institutions and other structures;

in cases where violations of human rights are detected, organization of information verification of violations of human rights by competent state bodies;

monitoring the development and improvement of scientific research on human rights issues, providing recommendations on the forms of their improvement and implementation;

to give recommendations to interested organizations on ensuring the observance of human rights and the restoration of violated rights and freedoms of citizens;

Expressing the interests of the Republic of Uzbekistan in the international arena on issues related to the competence of the Center;

Organizing and holding "roundtables", conferences and seminars on issues related to the competence of the center;

has the right to cooperate with international organizations, national human rights institutions of foreign countries on issues related to the observance of the basic rights and freedoms of people and citizens, and has other rights in accordance with legislation.

Tillabaev Mirzatillo Alisherovich

First deputy director of the National Center of the Republic of Uzbekistan for Human Rights.

Doctor of Law (DSc). Author of more than 150 scientific papers, including 3 monographs, and textbooks "Human Rights" and "Rights of the Child".

Mr. Tillabayev's experience includes extensive service in the National Center for Human Rights, the Ombudsman Institute, as well as pedagogical background at the University of World Economy and Diplomacy and the Center for Advanced Training of Lawyers.

In addition, he was directly involved in the preparation of laws and regulations directed towards regulating the activities of national human rights institutions in the country and adopting of the National Human Rights Strategy.

His contributions have benefited the work of the UN Human Rights Council, the Global Alliance of National Human Rights Institutions, as well as intergovernmental meetings of the Organization of Islamic Cooperation on the preparation of the OIC Declaration on Human Rights.

At the same time, Mr. TIllabayev serves as valued Member of the Scientific Advisory Council under the Constitutional Court of the Republic of Uzbekistan, as well as Scientific Councils for awarding doctoral degrees in the specialties "Human Rights", "International Law".

The first deputy director of the center is assigned the following tasks:

Leading the activities of the department of analysis and research in the field of human rights;

Leading the activities of the department for the implementation of international agreements in the field of human rights;

To lead the activities of the Department of Education and Enlightenment in the field of human rights;

Coordination of editorial activities of "Democratization and Human Rights" magazine;

Deputy Director

Muratova Dilnoza Karimbaevna

Dilnoza Muratova Karimboyevna was born on July 27, 1979 in Tashkent.

In 2000, she graduated from the Tashkent State University of Law (bachelor's degree), and in 2005-from the Tashkent State University of Law (Master's degree).

 In 2017, she graduated from the Academy of Public Administration under the President of the Republic of Uzbekistan.

Over the past period, D. Muratova worked as a junior researcher at the Institute of Polymer Chemistry and Physics of the Academy of Sciences of Uzbekistan, as well as a referent and senior referent of the Secretariat of the Commissioner for Human Rights of the Oliy Majlis of the Republic of Uzbekistan (Ombudsman).

In 2015-2018, she worked as the Head of the International Cooperation Department of the National Center for Human Rights of the Republic of Uzbekistan.

Since 2019, D. Muratova has been the Deputy Director of the National Center for Human Rights of the Republic of Uzbekistan. Author of more than 20 scientific publications on human rights, international law, constitutional law, democracy and regional issues.

She’s married and has two children.

The deputy director of the center is assigned the following tasks:

Leading the activities of the international cooperation department on human rights;

To lead the activities of the department for working with the appeals of physical and legal entities;

To lead the activities of the editorial-publishing department;

To lead the activities of the general department, control over the "Ijro.gov.uz" electronic system and archive works;

Organization and management of work on gender equality issues in the center.
