Committee on the Elimination of Racial Discrimination

The Committee on the Elimination of Racial Discrimination (CERD) is the body of independent experts that monitors implementation of the Convention on the Elimination of All Forms of Racial Discrimination by its State parties.

All States parties are obliged to submit regular reports to the Committee on how the rights are being implemented. States must report initially one year after acceding to the Convention and then every two years. The Committee examines each report and addresses its concerns and recommendations to the State party in the form of “concluding observations”.

In addition to the reporting procedure, the Convention establishes three other mechanisms through which the Committee performs its monitoring functions: the early-warning procedure, the examination of inter-state complaints and the examination of individual complaints.

The Committee meets in Geneva and normally hold three sessions per year consisting of three-four-three weeks per year.

The Committee also publishes its interpretation of the content of human rights provisions, known as general recommendations (or general comments), on thematic issues and organizes thematic discussions.

As of December 2021, there are 182 States parties to the Convention.

In accordance with the Decree of the Oliy Majlis of the Republic of Uzbekistan dated August 31, 1995 No. 129-I “On Accession to the International Convention on the Elimination of All Forms of Racial Discrimination”, Uzbekistan acceded to this Convention, it entered into force for the Republic of Uzbekistan on September 28, 1995.

In 1999 - the Republic of Uzbekistan submitted the First and Second periodic reports to the UN Committee on the Elimination of Racial Discrimination, in 2005 - the Third and Fifth periodic reports, in 2008 - the Sixth and Seventh periodic reports, in 2012 - the Eighth and Ninth periodic reports, in 2018 - the Tenth-Twelfth periodic reports on the implementation of the Convention on the Elimination of All Forms of Racial Discrimination, which was considered by the Committee in January 2020.

The first and second periodic reports of the Republic of Uzbekistan in 1999, the third and fifth periodic reports in 2005, the sixth and seventh periodic reports in 2008, the eighth and ninth periodic reports in 2012, and the tenth and twelfth periodic reports in 2018 regarding the implementation of the provisions of the "Convention on the Elimination of All Forms of Racial Discrimination" , thirteenth-fourteenth periodic reports submitted to the UN Committee on the Elimination of Racial Discrimination in October 2022.
