Uzbekistan's national human rights institutions include the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), the Commissioner for Protection of Rights and Legitimate Interests of Entrepreneurs under the President of the Republic of Uzbekistan and the National Center for Human Rights of the Republic of Uzbekistan. Their work is organized and constantly improved on the basis of international human rights standards and international best practices.
The Commissioner of the Oliy Majlis for Human Rights (Ombudsman) considers and investigates complaints of human rights violations, recommends measures to remedy errors committed by individual organizations and officials, and assists in the restoration of human rights. Regional representatives of the Ombudsman have been working in all regions of Uzbekistan since 2000. They have greatly improved the effectiveness of the Ombudsman's work by dealing with citizens' appeals, as well as in places of detention, conducting their own investigations, and presenting human rights information at local council meetings. To date, the institution of a Children's ombudsman has also been introduced.
The Commissioner for Protection of Rights and Legitimate Interests of Entrepreneurs under the President of the Republic of Uzbekistan serves to protect the rights and legitimate interests of business entities. The duties of the commissioner include promoting entrepreneurship, participating in the development and implementation of state policy to protect the rights and interests of entrepreneurs, providing them with legal support in conducting business activities, and filing lawsuits in the interests of entrepreneurs, exercising control over the observance of the rights and legitimate interests of business entities by state bodies.
Among Uzbekistan's national human rights institutions, the National Center for Human Rights of the Republic of Uzbekistan. plays a coordinating role at both the international and national levels. The National Center for Human Rights is a State body which ensures cooperation between State bodies and other organizations in fulfilling Uzbekistan's international human rights obligations, preparing periodic reports and expanding cooperation with international human rights organizations. The Center exercises its authority independently of all State bodies and organizations and their officials. The Center annually submits to the President of Uzbekistan, the Chambers of the Oliy Majlis and the Cabinet of Ministers information on compliance with Uzbekistan's international human rights obligations. The Center promotes the activities of State bodies, civil society institutions, educational, research and other organizations in fulfilling Uzbekistan's international human rights obligations.
