The main tasks of the Center are:
assistance in the effective implementation of state policy in the field of human rights, the activities of state bodies in fulfilling the international obligations of the Republic of Uzbekistan in this field;
study, analysis and generalization of the state of observance of human rights and freedoms, monitoring the implementation of recommendations of international and regional structures for the protection of human rights;
preparation of national reports on the observance and protection of human rights in the Republic of Uzbekistan, development of national action plans (“road maps”) for implementing the recommendations of international and regional structures for the protection of human rights;
preparation of proposals for improving regulatory legal acts, ensuring implementation of the international human rights treaties of the Republic of Uzbekistan in the national legislation and law enforcement practice;
the provision of advisory functions and practical assistance to state bodies, civil society institutions and other organizations on the protection and implementation of human rights;
promotion of legal education of the population in the field of human rights, organization and conduct of research on the observance of human rights, as well as the implementation of publishing activities;
implementation of cooperation with international and regional organizations and structures, national institutions of foreign countries in the field of human rights.
systematization of the scientific and legal base in the field of human rights, ensuring the permanent publication of educational, scientific, methodological and popular publications, as well as collections of international treaties in the state language;
maintaining a chronology of reforms in the field of ensuring human rights, creating broad opportunities for citizens and researchers to use systematized scientific and legal sources on human rights.
The Center, in accordance with the tasks assigned to it, performs the following functions:
a) in the area of promoting the effective implementation of state policy in the field of human rights, the activities of state bodies to fulfill the international obligations of the Republic of Uzbekistan in this area:
develops proposals for the effective implementation of state policy in the field of protection of human rights and freedoms;
prepares comments on the information presented in the human rights reports of international organizations, as well as foreign countries;
collects and summarizes the proposals of state bodies, civil society institutions and international organizations to further improve the mechanisms for the promotion and protection of human rights and freedoms, as well as the implementation of international human rights obligations;
listens to information of state bodies, civil society institutions on issues of compliance with international obligations of the Republic of Uzbekistan in the field of human rights;
takes follow-up on individual communications from international human rights institutions;

b) in the area of studying, analyzing and generalizing the state of observance of human rights and freedoms, monitoring the implementation of recommendations of international and regional structures for the protection of human rights:
collects information on the implementation by state bodies of the recommendations of international and regional structures for the protection of human rights;
conducts a systematic analysis and generalization of the state government’s compliance with legislation in the field of human rights, as well as the provisions of international treaties of the Republic of Uzbekistan in the field of human rights;
develops a unified methodology and monitors the implementation of recommendations of international structures for the protection of human rights, as well as national action plans for the implementation of international human rights obligations by relevant state bodies and organizations, including using a database;
assesses the performance of state bodies in implementing the recommendations of international organizations for the protection of human rights;
carries out systematic monitoring of the consideration by state bodies of individual communications from international structures for the protection of human rights;
carries out the reception of individuals and representatives of legal entities, considers their appeals¸ and monitors and analyzes their resolution;
c) in the area of preparation of national reports on the observance and protection of human rights in the Republic of Uzbekistan, development of national action plans (“road maps”) on the implementation of recommendations of international and regional structures for the protection of human rights:
annually publishes reports on the situation with ensuring human rights in the Republic of Uzbekistan;
takes measures to standardize the procedure for preparing national reports, coordinate the collection of information and information from government bodies and civil society institutions;
takes measures to adapt and implement human rights indicators in the process of preparing and submitting national reports of the Republic of Uzbekistan on the implementation of international human rights obligations;
provides timely and high-quality preparation of basic national and periodic reports of the Republic of Uzbekistan for the statutory and treaty bodies of the United Nations on the basis of information provided by state bodies and civil society institutions;
provides interim information on the implementation of recommendations of the statutory and treaty bodies of the UN;
holds regular coordination meetings with state bodies and civil society institutions to discuss draft national reports of the Republic of Uzbekistan on the implementation of recommendations of the UN charter and treaty bodies;
ensures timely discussion of draft national reports of the Republic of Uzbekistan on human rights in the chambers of the Oliy Majlis of the Republic of Uzbekistan with the participation of representatives of state bodies, as well as civil society institutions;
sends national reports of the Republic of Uzbekistan to international structures for the protection of human rights and presents them to the UN Charter and Treaty Bodies;
considers the final observations and recommendations of the statutory and treaty bodies of the UN based on the results of the consideration of the relevant national and periodic reports of the Republic of Uzbekistan;
provides translation into the state language and timely sending of final observations and recommendations of the UN statutory and treaty bodies based on the results of consideration of the national human rights reports of the Republic of Uzbekistan to interested state bodies and civil society institutions;
provides methodological guidance and effective interaction of state bodies and civil society institutions in the consideration and implementation of concluding observations and recommendations of international and regional structures for the protection of human rights;
holds consultations on the development of national action plans (“road maps”) with interested state bodies, civil society institutions, as well as with international and foreign organizations;
develops and submits for approval by the chambers of the Oliy Majlis of the Republic of Uzbekistan national action plans (“road maps”) to implement the concluding observations and recommendations of the UN statutory and treaty bodies;
provides mailing to the responsible executors of the approved national action plans (“road maps”) for the implementation of the concluding observations and recommendations of the UN statutory and treaty bodies following consideration of the relevant periodic reports of the Republic of Uzbekistan;
prepares guidelines for government bodies and civil society institutions on the implementation of national action plans to implement the concluding observations and recommendations of the UN statutory and treaty bodies;
forms a unified database of information-analytical and statistical data on human rights, characterizing progressive changes in the field of ensuring observance and protection of human rights and freedoms;
develops and provides a unified database of recommendations of international and regional structures for the protection of human rights;
organizes publication of objective information on the state and its efforts of ensuring human rights and freedoms in the Republic of Uzbekistan in the media, including the World Wide Web;
d) in the field of preparation of proposals for improving regulatory legal acts, ensuring implementation of the international human rights treaties of the Republic of Uzbekistan in the national legislation and law enforcement practice:
carries out constant analysis of normative legal acts in the field of human rights and prepares proposals for further improvement of legislation in the field of human rights, considering international standards and recommendations of international and regional human rights structures, as well as international best practices;
develops measures to ensure implementation of international human rights treaties in national legislation and law enforcement practice;
prepares proposals on ratification of international human rights treaties and improvement of mechanisms for their practical implementation by relevant state bodies;
participates in the preparation and discussion of draft laws on human rights and freedoms;
prepares proactive draft laws on human rights issues and conducts their wide discussion with state bodies and civil society institutions, as well as introduces them to the subjects of legislative initiative rights;
e) in the field of advisory functions and practical assistance to state bodies, civil society institutions and other organizations on issues of protection and realization of human rights:
takes measures to increase the capacity of employees of state bodies in the field of international obligations of the Republic of Uzbekistan in the field of human rights;
develops recommendations to state bodies on improving their activities in the field of observance and protection of human rights;
organizes activities aimed at improving the efficiency of work to identify and address the causes and conditions that impede the implementation of the international obligations of the Republic of Uzbekistan in the field of human rights;
contributes to the implementation of public control over the implementation of international obligations of the Republic of Uzbekistan in the field of human rights;
f) in the field of promoting legal education of the population in the field of human rights, the organization and conduct of scientific research on the observance of human rights, as well as the implementation of publishing:
provides assistance in improving the system of education on human rights and freedoms, develops national programs and action plans for the formation of a culture of human rights in society;
prepares and ensures the publication of literature, television and radio broadcasts on human rights;
Forms effective mechanisms and procedures for training and advanced training of employees of state bodies on human rights issues;
develops and conducts training courses for representatives of state bodies and civil society institutions with the organization of their training in the basics of preparing national human rights reports of the Republic of Uzbekistan to the UN charter and treaty bodies, preparing alternative reports, responding to requests from international and regional human rights institutions;
conducts trainings for teachers of higher educational institutions, practitioners, and foreign specialists for the organization;
conducts awareness-raising campaigns, seminars, trainings, round tables, meetings, public consultations on the observance and protection of human rights;
conducts research on the observance and protection of human rights, studies and prepares scientific and analytical materials on international and foreign experience in implementing international human rights treaties;
participates in the implementation of scientific and technical grants and projects on human rights issues, carries out scientific analysis and evaluates the effectiveness of the participation of the Republic of Uzbekistan in the activities of international and regional human rights structures;
carries out publishing activities, issues the scientific and periodical publication “Democratization and Human Rights” and other printed materials on human rights issues;
g) in the field of cooperation with international and regional organizations and structures, national institutions of foreign countries in the field of human rights:
cooperates with the Office of the UN High Commissioner for Human Rights, programs, funds and specialized agencies of the UN system, the European Union, the Organization for Security and Cooperation in Europe, the Organization of Islamic Cooperation and other international and regional organizations on issues of observance, protection and promotion of human rights;
represents the Republic of Uzbekistan at international and regional events on human rights issues;
develops measures to promote initiatives of the Republic of Uzbekistan in international organizations aimed at intensifying international efforts in the field of human rights;
participates in the work of international and regional human rights organizations, as well as other non-governmental human rights organizations;
contributes to the strengthening of international cooperation with international and regional human rights institutions;
cooperates with national human rights institutions of foreign countries and exchanges experience on reporting and subsequent actions;
organizes international and (or) regional events with the participation of international and foreign experts to familiarize state bodies with international standards and best practices for the effective protection of human rights and freedoms;
participates in joint projects with international and regional organizations on improving legislation, education and human rights education, the exchange of experience in organizing the implementation of international standards in law enforcement of state bodies.
