Currently, measures are being consistently taken to implement the National Strategy of the Republic of Uzbekistan on Human Rights, approved by the Decree of the President of the Republic of Uzbekistan dated June 22, 2020.

According to the monitoring results, as of January 1, 2022, the following is reported:

1. Of the 78 points of the Roadmap for the implementation of the National Strategy of the Republic of Uzbekistan on Human Rights, 50 points have expired, of which 5 points have been extended, 51 points have been completed, 27 points are under implementation.

2. The national strategy provides for the development of a total of 33 legislative acts, including 20 new legislative acts, 4 legislative acts on amendments and additions to existing laws, 9 laws in a new edition.

3. To date, the Constitutional Law “On the Constitutional Court of the Republic of Uzbekistan”, the Constitutional Law “On the State of Emergency” have already been adopted , the laws “On Education”, “On Combating Trafficking in Human Beings”, “On Freedom of Conscience and Religious Organizations”, “On Employment of the Population” in a new edition.

A number of new laws have also been adopted: “On the Rights of Persons with Disabilities”
and “On the Legal Status of Foreign Citizens and Stateless Persons in the Republic of Uzbekistan”.

At present, draft laws have been developed, “On the bodies of the judiciary”, “On privatization”, “On free legal assistance”, “On social entrepreneurship”, “On compulsory health insurance”, “On equality and non-discrimination”, “On the advocacy of advocacy ”, “On labor migration”, “On mass events in the Republic of Uzbekistan”. "On the introduction of amendments and additions to the Electoral Code of the Republic of Uzbekistan", "On the introduction of amendments and additions to some legislative acts of the Republic of Uzbekistan in connection with the further improvement of the system of guarantees of the rights of the child".

In addition, drafts of 3 new codes have already been prepared: the Code
on Health Care, the Code on Non-Governmental and Non-Commercial Organizations, as well as the draft Environmental Code, new editions of 7 existing codes: the Civil Code, the Labor Code, the Criminal Code, the Penitentiary Code, Code of Criminal Procedure, Code of Administrative Responsibility, Housing Code. Currently, they are in the process of adoption, and preparations are underway for the development of drafts of 2 new codes: the Information Code and the Entrepreneurial Code.

4. As part of the Strategy, decrees and resolutions of the President of the Republic of Uzbekistan, as well as resolutions of the Cabinet of Ministers of the Republic of Uzbekistan, have been adopted and are being implemented.

 In particular; Decrees of the President of the Republic of Uzbekistan:

• “On additional measures aimed at further improving the system of social support for the population”;
• “On measures to provide material assistance to low-income families and further expand the scale of the fight against poverty”
• "On approval of the Concept for the development of civil society for 2021-2025";
• “On the priority areas of state policy for the development of entrepreneurship, employment and poverty reduction in the mahalla”;
• “On measures to improve the activities of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman)”;
• “On measures to further improve the system of guarantees of the rights of the child”;
• “On additional measures to improve the system for detecting and preventing cases of torture”;
• “On Additional Measures for the Rehabilitation of Women Victims of Violence”;
• “On Additional Measures for Comprehensive Support for Persons with Disabilities, Assistance in Their Employment and Further Increase in Social Activity”;
• On measures to improve the system of social protection of the population of the Republic of Uzbekistan in 2021-2030”.

Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan:

• “On approval of the concept of development of the state youth policy in Uzbekistan until 2025”;
• “ On approval at the national level of a referral system for victims of trafficking in human beings or presumed victims of trafficking in human beings”;
• “On additional measures to improve the system of vocational training for low-income and unemployed citizens and increase the efficiency of labor bodies”.

5. In order to ensure the implementation of paragraph 4 of the Roadmap of the National Strategy of the Republic of Uzbekistan on Human Rights in 2021, the following seminars and advanced training courses were organized to further strengthen the knowledge of employees of bodies and organizations in the field of human rights, in particular, they were trained;

• 1214 employees of the bodies of operational-search activities, inquiry, preliminary investigation, penitentiary institutions operating in the system of the Ministry of Internal Affairs;
• 30 employees of penitentiary institutions of Andijan, Namangan, Ferghana, Jizzakh, Syrdarya, Tashkent regions and the city of Tashkent;
• 30 female correctional officers;
• Employees of the General Prosecutor's Office of the Republic of Uzbekistan, the Supreme Court, the State Statistics Committee, as well as 28 specialists from law schools;
• 35 employees of penitentiary institutions of the Republic of Karakalpakstan, Khorezm, Kashkadarya, Surkhandarya, Bukhara, Navoi and Samarkand regions;
• 30 employees of the Republican Scientific and Practical Center for Forensic Medicine and its regional branches were trained.

6. As part of the implementation of paragraph 6 of the National Road Strategy for Human Rights, more than 30 practical guidelines, comments and methodological literature on compliance with international human rights obligations were published, which were distributed among government agencies, organizations and non-governmental non-profit organizations.

7. As part of the implementation of paragraph 20 of the Roadmap, the Cabinet of Ministers of the Republic of Uzbekistan adopted a resolution dated February 8, 2021 “On approval at the national level of a referral system for victims of trafficking in persons or presumed victims of trafficking in persons.”

The resolution approved:

- Regulation on the Procedure for Identification and Referral of Victims of Human Trafficking or Presumed Victims of Human Trafficking;

- Regulations on the implementation of social rehabilitation and adaptation of victims of human trafficking, as well as the provision of assistance and protection to them.

In the US Department of State Report on the state of combating trafficking in persons in 2020, Uzbekistan is transferred to the second category in 2021 (Tier 2). According to the report, “Uzbekistan is making significant efforts to eradicate human trafficking. During the reporting period, the Government of Uzbekistan has made significant progress in combating trafficking in persons, despite the fact that the conditions of the pandemic have adversely affected the state's ability to carry out anti-trafficking activities.

8. As part of the implementation of paragraph 21 of the “Roadmap” , on February 8, 2021, the Law “On amendments and additions to certain legislative acts of the Republic of Uzbekistan in connection with the improvement of the electoral legislation” was adopted, and also, on May 31, 2021 , the Law “On introducing amendments and additions to the Electoral Code of the Republic of Uzbekistan” .

June 7, 2021 Legislative Chamber and Senate Oliy The Majlis adopted a resolution " On the National Program of Action to improve the electronic culture of the population." On the basis of these legal acts, on October 24, 2021, presidential elections were held in Uzbekistan.

9. As part of the implementation of paragraph 28 of the Roadmap, the Decree of the President of the Republic of Uzbekistan dated March 4, 2021 approved the "Concept for the development of civil society for 2021-2025" . The concept covered issues of strengthening social partnership between state bodies and public organizations in the protection of human rights and legitimate interests, democratic values.

10. As part of ensuring the implementation of paragraph 29 of the Roadmap , Decrees of the President of the Republic of Uzbekistan dated December 3, 2021 were adopted “On priority areas of state policy for the development of entrepreneurship, employment and poverty reduction in the mahalla”, and
“On measures to organize the activities of assistant hakims on the development of entrepreneurship, employment and poverty reduction in the mahalla “.

The decree is aimed at “financial assistance in the implementation of entrepreneurial initiatives of the population, further improvement of the mechanisms for ensuring its employment with income-generating labor, and poverty reduction by raising the mahallabay work system to a new level , as well as the introduction of targeted financial support tools and public services provided in the republic, regions, districts and cities, directly to the mahalla level” .

11. As part of the implementation of paragraph 44 of the Roadmap, the Decree of the Senate of the Oliy Majlis of the Republic of Uzbekistan approved the Strategy for Achieving Gender Equality in the Republic of Uzbekistan until 2030.

This document provides for a comprehensive approach to the implementation of the principle of equality between women and men in all areas and levels of decision-making and implementation.

The strategy will also contribute to the promotion of gender equality in economic, political and social life in order to create conditions for the realization of equal rights and opportunities for women and men, as well as the observance of fundamental human rights.

The strategy covers issues such as ensuring equal and quality education for all, creating opportunities for girls from rural areas to receive higher education, achieving gender equality for women, preventing violence and human trafficking.

In accordance with the Decree of the President of the Republic of Uzbekistan dated May 19, 2021 “On additional measures for the rehabilitation of women victims of violence” , 29 centers for the rehabilitation and adaptation of women victims of violence and suicide prevention have been established . In particular, 1 republican, 14 regional and 14 interdistrict “exemplary” centers. The activities of the State Trust Fund for Women's Support have also been established. Additional measures have been identified to provide social support to families, women and youth in need of financial assistance and support.

12. In order to implement paragraph 45 of the Roadmap, the President of Uzbekistan signed a decree “On measures to improve the system of social protection of the population of the Republic of Uzbekistan in 2021-2030”. This document approved the concept of the National Strategy for the Social Protection of the Population for 2021-2030, as well as the Roadmap for the development of the strategy. According to the document, the National Strategy for Social Protection of the Population plans to define the basic guarantees of social security for the population. Taking into account world practice, the issues of including benefits for maternity protection and temporary disability in the social insurance system, as well as the creation of the Social Insurance Fund will be considered.

13. A resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On approval of the Concept for the development of state youth policy in Uzbekistan until 2025” dated 18.01.2021 was adopted.

The concept is based on the general principle of “working with and for youth”, as set out in the UN Youth 2030 Strategy. The document also approved the Roadmap for the implementation of the Concept in 2021-2022. The concept will be implemented in stages based on the relevant road maps approved annually, starting from 2023. The concept is aimed at improving the legal framework for protecting the legitimate rights and interests of young people, creating conditions for quality education, decent work, entrepreneurship, culture, art, sports, supporting young people in need of social protection, and increasing the social protection of young people. Increasing the social activity of young people, supporting youth public organizations and volunteer movements.

14. In pursuance of paragraph 58 of the Roadmap and the initiatives of the President of the Republic of Uzbekistan, expressed at the High-Level Segment at the 46th session of the UN Human Rights Council on February 22, 2021, a resolution “On additional measures to improve the system for detecting and preventing cases of torture” was adopted .

The Decree defines priority tasks for improving the efficiency of the system for detecting and preventing cases of torture and other cruel, inhuman or degrading treatment or punishment.

In particular, Uzbekistan provides for bringing the system of detection and prevention of cases of torture in line with the generally recognized principles and norms of international law in the field of human rights.

The Decree provides for the creation of public groups to identify and prevent cases of torture, a clear definition of their duties, the achievement of the elimination of torture in them through regular monitoring visits,

It is planned to introduce a unified electronic register of persons placed in places of detention of persons with limited freedom of movement

Proposals have been developed for the accession of the Republic of Uzbekistan to the Optional Protocol to the UN Convention against Torture, the provision of social, legal and psychological assistance to victims of torture.

In order to legislate the procedure for compensating victims of torture, a draft law was developed “On amendments to the Civil Code of the Republic of Uzbekistan aimed at improving the procedure for compensating harm caused to victims of torture”. The draft law has been sent to the Senate of the Oliy Majlis of the Republic of Uzbekistan.

15. As part of the implementation of paragraph 66 of the "Roadmap ", the training of masters in "International Human Rights Law " has begun . In particular, on December 9, 2021, the National Center of the Republic of Uzbekistan for Human Rights Tashkent State University of Law, the University of World Economy and Diplomacy, the Academy of the Prosecutor General's Office signed a joint agreement “On organizing a consortium to create a joint master's program in human rights”. The Academy of the General Prosecutor's Office approved 10 admission quotas for the 2021-2022 academic year and admitted masters.

16. As part of the implementation of paragraph 69 of the Roadmap , the Institute of Postgraduate Education was established under the National Center of the Republic of Uzbekistan for Human Rights and the admission of independent researchers was organized. In 2021, 13 independent researchers were registered in the specialty 12.00.01 - “Theory and History of State and Law. History of legal doctrines”, 12.00.10 – “International law” and 12.00.13 – “Human rights” (jurisprudence, sociology). On July 28, 2021, at the meeting of the Academic Council DSc.39 / 30.11.2020.Yu / S.128.01 at the National Center of the Republic of Uzbekistan for Human Rights, the first defense of the dissertation was held in the specialty 12.00.13- “Human Rights”.

17. As part of the implementation of paragraph 72 of the Roadmap, on June 7, 2021, the Republic of Uzbekistan ratified the International Convention on the Rights of Persons with Disabilities (New York, December 13, 2000) .

The adoption of the convention will make it possible to unify the national system of social protection of persons with disabilities with advanced international standards, as well as to strengthen the social and legal approach to disability in society, the report says.

Decree of the President of the Republic of Uzbekistan dated December 21, 2021 “ On additional measures to comprehensively support persons with disabilities, promote their employment and further increase social activity” was adopted

Annually, up to 500 young people with disabilities receive information about technology, computer programming, general education and foreign language training, to purchase equipment and tools for those who are registered as an entrepreneur or self-employed person subsidy. From 2022, up to 20 young people with disabilities will study annually in foreign universities and online courses on a competitive basis. In addition, subsidies are provided to employers employing persons with disabilities.

By the decision of the Cabinet of Ministers dated April 29, 2021, the Interdepartmental Council for the Disabled was established under the Government.

18. As part of the implementation of paragraph 73 of the Roadmap, on June 4, 2021, ILO Convention No. 187 “On labor protection” of the Republic of Uzbekistan was ratified. A draft law on the ratification of the ILO Convention No. 183 “On Maternity Protection” has also been prepared.

19. As part of the implementation of paragraphs 74 and 76 of the Roadmap, on August 12-13, 2021, the World Conference on Youth Rights “Involving Youth in Global Actions” was held in Tashkent . As a result of the conference, the Tashkent Youth Declaration was adopted .

20. Coverage of the National Strategy of the Republic of Uzbekistan on Human Rights in foreign and local media will continue. To date, the National Strategy of the Republic of Uzbekistan on Human Rights has been covered in a total of 283 articles and reports, including 201 electronic, 42 printed local media, and 40 foreign media.
