In connection with the launch of the "Human Rights House" on the basis of the Information and Resource Center of the National Human Rights umaCenter of the Republic of Uzbekistan, intensive preparations are underway for the official opening ceremony on December 3. It should be noted that the process of forming the "Human Rights House" is closely connected with the history of the National Center and its stages of development over a quarter of a century.

Initially, in accordance with the Decree of the President of the Republic of Uzbekistan "On the Establishment of the National Center for Human Rights of the Republic of Uzbekistan" adopted on October 31, 1996, a library was established under the Information and Legal Department of the National Center.

In turn, in accordance with the Resolution of President Shavkat Mirziyoyev "On Improving the Activities of the National Human Rights  Center of the Republic of Uzbekistan" adopted on December 10, 2018, the same library was transformed into an Information and Resource Center.

In this regard, the Resolution of the President of Uzbekistan “On further improving the material and technical support of the activities of the National Human Rights Center of the Republic of Uzbekistan” was adopted on March 25, 2022. The goal is to organize the systematic formation of a scientific and legal basis in the field of human rights.

The Resolution also provides for practical measures to further improve the material and technical support of the activities of the National Human Rights Center of the Republic of Uzbekistan within the framework of ensuring the effective implementation of the membership of the Republic of Uzbekistan in the United Nations Human Rights Council in 2021-2023.

As part of the implementation of the President's resolution of March 25, 2022, Human Rights Information Centre and Library - "Human Rights House" was established, among other things, at the National Center.

The President's resolution also assigned additional main tasks to the National Human Rights Center of the Republic of Uzbekistan. In particular, it was determined that the National Center will be engaged in systematizing the scientific and legal base in the field of human rights, ensuring the constant publication of educational, scientific-methodical and popular publications, as well as collections of international treaties in the state language.

Now the National Center is also responsible for keeping a record of the reforms being implemented in the field of ensuring human rights, and creating broad opportunities for citizens and researchers to use systematized scientific and legal sources on human rights.

In addition, the National Center is consistently engaged in the development of human rights education in our country within the framework of the UN Declaration on Human Rights Education and the World Human Rights Education Program. Because human rights education is one of the priority areas of state policy in the Republic of Uzbekistan to form a human rights culture.

Another important task of the National Center is the development of a culture of human rights. Human rights education is of primary importance in encouraging respect for human rights by all and ensuring their full observance. Such education serves to enhance a human rights culture that involves understanding and actively exercising rights and freedoms, as well as fulfilling obligations, in order to build a democratic society.
