"The National Center of the Republic of Uzbekistan for Human Rights" approved by the decision of the President of the Republic of Uzbekistan "On improving the activities of the National Center of the Republic of Uzbekistan for Human Rights" adopted on December 10, 2018 In accordance with the "Regulation on ", the Center is managed by a director who is appointed and dismissed by the President of the Republic of Uzbekistan.

The director of the center has the following rights in performing the assigned duties and functions:

Cooperation with state bodies, organizations and institutions of civil society in the implementation of the Center's powers;

Chambers of the Oliy Majlis of the Republic of Uzbekistan, the Cabinet of Ministers, the Constitutional Court, the Supreme Court, the Prosecutor General's Office, ministries, state committees and agencies on human rights issues, the representative of the Oliy Majlis of the Republic of Uzbekistan on Human Rights (Ombudsman) , to cooperate with the representative of the President of the Republic of Uzbekistan on the protection of the rights and legal interests of business entities;

Chambers of the Oliy Majlis, committees and commissions of the Oliy Majlis, the Cabinet of Ministers, ministries, state committees and boards of agencies, the Plenum of the Supreme Court, the Constitutional Court, the Prosecutor General's Office, the Presidium of the Academy of Sciences of Uzbekistan on human rights issues, participation in meetings of scientific councils of scientific and educational institutions;

participation in meetings, conferences and seminars held by state bodies, organizations, non-governmental non-profit organizations on the issues of ensuring and protecting human and citizen rights and freedoms;

unhindered access to penal institutions, places of detention and special receptions;

fulfilling the international obligations of the Republic of Uzbekistan in the field of human rights, as well as submitting proposals to the Administration of the President of the Republic of Uzbekistan, the Chambers of the Oliy Majlis of the Republic of Uzbekistan, and the Cabinet of Ministers of the Republic of Uzbekistan on issues related to the powers of the Center;

direct study on the ground of the practice of human rights in state bodies, law enforcement structures, including penal institutions, scientific and educational institutions and other structures;

in cases where violations of human rights are detected, organization of information verification of violations of human rights by competent state bodies;

monitoring the development and improvement of scientific research on human rights issues, providing recommendations on the forms of their improvement and implementation;

to give recommendations to interested organizations on ensuring the observance of human rights and the restoration of violated rights and freedoms of citizens;

Expressing the interests of the Republic of Uzbekistan in the international arena on issues related to the competence of the Center;

Organizing and holding "roundtables", conferences and seminars on issues related to the competence of the center;

has the right to cooperate with international organizations, national human rights institutions of foreign countries on issues related to the observance of the basic rights and freedoms of people and citizens, and has other rights in accordance with legislation.
