Qatar Conference: Artificial Intelligence and Human Rights

An international conference on " Artificial Intelligence and Human Rights: Opportunities, Risks, and Visions for a Better Future" is taking place in Doha, the capital of Qatar, on May 27-28. The Uzbekistan delegation is also participating in the forum.

The international conference is being organized by the National Human Rights Committee of Qatar. The event was arranged with the support of the Office of the UN High Commissioner for Human Rights, the UN Development Programme, and the Global Alliance of National Human Rights Institutions.

At the opening of the conference, speeches were delivered by the Chairperson of the National Human Rights Committee of Qatar, Maryam bint Abdullah Al-Attiya, the Minister of Communications and Information Technologies of Qatar, Mohammed bin Ali Al-Mannai, the UN High Commissioner for Human Rights, Volker Türk, the Chairperson of the National Human Rights Council, Amina Bouayach (Morocco), the Chairperson of the Arab Parliament, Mohammed Ahmed Al-Yammahi, and representatives of the National Agency for Cybersecurity and the UN Development Programme.

During the conference, the head of the Uzbekistan delegation - Director of the National Centre of the Republic of Uzbekistan for Human Rights and member of the UN Human Rights Committee, Akmal Saidov, spoke about the national experience in the field of artificial intelligence technology development. He emphasized the importance of developing artificial intelligence technologies while taking into account human rights protection and ethical aspects.

A.Saidov noted that Uzbekistan has approved the National Strategy for the Development of Artificial Intelligence Technologies until 2030, which focuses on both technical priorities and the social and ethical aspects of digital transformation. The main directions of this Strategy include developing artificial intelligence solutions that contribute to creating new jobs, supporting the education system, and increasing the digital literacy of the population.

Currently, national programs aimed at developing IT competencies and digital skills are being actively implemented in the country. Additionally, a law on artificial intelligence has been adopted in its first reading, which indicates a strong commitment to establishing a legal framework in the context of rapid technological development in New Uzbekistan.

More than 400 participants from over 70 countries gathered at the conference in Qatar. Representatives of governments, national human rights institutions, international organizations, academic structures, the private sector, as well as experts in the field of digital technologies and artificial intelligence are participating in the work of the international conference.

The scale of the event demonstrates not only the relevance of the topic but also the growing global interest in developing unified approaches to regulating artificial intelligence from a human rights perspective. Within the framework of the conference, balanced approaches to regulating artificial intelligence will be developed based on international standards in the fields of human rights, ethics, and sustainable development.

The participation of the Uzbekistan delegation in this Forum, on the one hand, signifies the country's active involvement in the global human rights agenda. On the other hand, this participation reflects our country's consistent foreign policy strategy aimed at strengthening international dialogue, promoting the principles of rule of law and openness, and creating an inclusive digital ecosystem. The Uzbek side intends to present national experiences and developments in the ethical regulation of artificial intelligence and ensuring human rights in the context of digital transformation and accelerated digitalization of state institutions.

The conference plans to discuss a wide range of topics. In particular, issues of ensuring personal data protection in the digital space; the influence of artificial intelligence on democratic processes, freedom of expression, and access to information; digital security and observance of human rights in the context of defense and intelligence technologies will be considered in detail.

The forum's program pays special attention to the role of national human rights institutions in shaping policies and strategies that ensure the compliance of digital solutions with international human rights obligations. The delegation of Uzbekistan is participating in relevant sectional meetings and presenting national experience in the field of human rights protection in the context of digitalization.

The conference will conclude on May 28 with the adoption of the Final Document, which includes recommendations on observing human rights in the development and implementation of artificial intelligence technologies.
