New Uzbekistan in 2025: Ensuring Human Rights as a Factor of Stability
Today, the issue of ensuring human rights is a key condition for stability and security. The recognition of human rights as universal and inalienable values under all circumstances, and should serve as a priority direction of state domestic policy and institutional reforms in the context of global challenges, is more important than ever.
In the Republic of Uzbekistan, in 2025, reforms aimed at ensuring human rights and freedoms continued consistently and systematically. Significant positive changes were observed in areas such as economic growth, digitalization of public administration, strengthening of political institutions, reform of the judicial and legal system, and the protection of human rights.
In particular, the digitalization of public administration was identified as one of the priority directions of Uzbekistan’s development, and the country’s indicators significantly improved in the UN E-Government Development Index. Additionally, according to the results of 2025, Uzbekistan rose to 9th place in the GovTech Maturity Index compiled by the World Bank.
This indicator is considered a high result in terms of the effectiveness of digital public administration. This index evaluates government bodies based on digital services, core electronic platforms, citizen engagement, and other indicators. Uzbekistan has approached the category of “very highly developed” countries.
At the same time, digital transformation is being implemented within the framework of the “Digital Uzbekistan – 2030” strategy. This strategy provides for making digital services convenient for the population and businesses, expanding information and communication technology infrastructure, and transitioning public services fully into electronic format.
Through the unified interactive public services portal “My.gov.uz,” 100 new services and functions have been launched, bringing the total number of services to 800. The introduction of biometric identification, elements of artificial intelligence, and electronic document circulation has increased the transparency of public services and their convenience for the population.
In political institutions and the system of local governance, public participation has expanded, particularly through the introduction of a new procedure for electing mahalla chairpersons, which has increased citizens’ opportunities to participate in local governance. This process has contributed to strengthening public oversight at the local level.
To protect children’s rights and combat violence, mechanisms for safeguarding minors have been significantly strengthened. In particular, on December 24, 2025, the President of Uzbekistan signed Decree No. PF-256 approving the strategy for 2026–2030 “On Protecting Children from All Forms of Violence.”
At the same time, work has begun to introduce foster care services for children who have suffered from violence. In addition, a mechanism has been introduced to provide free legal assistance at the expense of the state to children affected by violence.
As a result of judicial and legal reforms, guarantees for the protection of human rights have been strengthened. In particular, within the framework of judicial reforms, the institution of the investigative judge has been widely introduced in practice. Through this mechanism, the authority to sanction detention, searches, and special investigative actions has been transferred to independent judicial bodies.
This new measure has become an important step in ensuring a balance between prosecution and defense, as well as in protecting human rights. As noted by the President of Uzbekistan: “The launch of investigative judges in our country has become another important stage in the application of the internationally recognized ‘Habeas Corpus’ institution.”
