The “Roadmap” for the fifth phase of the World Programme for Human Rights Education has been approved

On March 3, 2026, the Cabinet of Ministers adopted a resolution “On measures to implement the fifth phase of the World Programme for Human Rights Education in the Republic of Uzbekistan.” The resolution approved the “Roadmap” for implementing the fifth phase of the World Programme for Human Rights Education in Uzbekistan, as well as the composition of the National Commission for the implementation of this phase.

As is known, the United Nations has declared 2025–2029 as the period for implementing the fifth phase of the World Programme for Human Rights Education. On October 9, 2024, the UN Human Rights Council adopted Resolution 57/10 “World Programme for Human Rights Education: Plan of Action for the Fifth Phase.”

In this regard, throughout 2025, training courses were regularly organized in our country to enhance the knowledge and skills of civil servants in the fields of human rights, gender equality, and the prevention of torture. Therefore, the new resolution of the Cabinet of Ministers is both timely and significant, as it aims to elevate these efforts to a higher level.

The “Roadmap” for implementing the fifth phase of the World Programme for Human Rights Education in the Republic of Uzbekistan, approved by the resolution, consists of 24 points. It outlines effective measures for implementing state policy in the field of human rights, fostering a culture of human rights, and increasing legal awareness among youth.

In addition, the roadmap aims to achieve key objectives such as raising awareness about human rights and digital technologies, giving special attention to gender equality, enhancing understanding of international mechanisms for the protection of human rights and fundamental freedoms, and ensuring the effective and timely implementation of the tasks outlined in the fifth phase of the World Programme for Human Rights Education.

The composition of the National Commission for the implementation of the fifth phase of the World Programme for Human Rights Education includes representatives from national human rights institutions, higher education and research organizations, as well as civil society institutions.
