Day Three of the Seminar on Implementing a Human Rights-Based Approach
The final day of the seminar was devoted to analyzing budget revenues from a human rights perspective, as well as developing practical recommendations for further implementing such approaches in national budget policy.
During the sessions, participants examined methodologies for assessing fiscal policy, including issues of progressive taxation and domestic resource mobilization in line with international human rights standards. Particular attention was paid to the principles of equity and non-discrimination in budget revenue formation.
Igor Grishko, an expert from the Office of the United Nations High Commissioner for Human Rights, presented key elements of a human rights-based approach to analyzing tax policy, including the provisions and recommendations of the Committee on Economic, Social and Cultural Rights. During group work, participants analyzed specific examples of revenue budget formation, applying the methods and tools they had learned. This allowed them to deepen their understanding of the relationship between tax policy and the realization of human rights.
A separate session was devoted to international experience in providing technical assistance in the area of human rights-based budgeting, including examples from various countries, which contributed to a broader practical understanding of possible reform areas.
During the final discussion, they exchanged views on further steps aimed at institutionalizing a human rights-based approach in the budget system of the Republic of Uzbekistan. Participants emphasized the need to strengthen interagency cooperation, develop the analytical capacity of government agencies, and expand public participation mechanisms.
Following the event, seminar participants were awarded certificates confirming their participation and acquired knowledge and skills in applying a human rights-based approach to budget policy. The seminar concluded with a summary, an assessment of the results achieved, and a reaffirmation of their commitment to further promoting the principles of transparency, accountability, and a human rights-based approach in the country's budget policy.
