on the work carried out during the first half of 2025 within the framework of the implementation of the "Roadmap" for the execution of the National Program for Education in the Field of Human Rights in the Republic of Uzbekistan, approved by the Decree of the President of the Republic of Uzbekistan dated February 7, 2023
The National Center for Human Rights is conducting ongoing monitoring of the implementation of the Roadmap for the realization of the National Program for Education in the Field of Human Rights in the Republic of Uzbekistan, approved by the Decree of the President of the Republic of Uzbekistan dated February 7, 2023.
As of today, out of 30 items of the Roadmap: 17 paragraphs (56.67%) have been fully implemented, 1 paragraph (3.33%) has not been fully implemented, and work on 12 paragraphs (40%) is ongoing on a regular basis.
In the first half of 2025, the following activities were carried out within the framework of the Decree's implementation:
First, the Committee on Family and Women Affairs, together with the Management Efficiency Agency and the Academy of Public Administration under the President of the Republic of Uzbekistan, included the topics “Human Rights and Gender Equality” in the training programs of advanced qualification courses for candidates included in the National Personnel Reserve. These programs were approved by the Academic Council of the Academy. Between March and May 2025, 290 participants completed the training.
Additionally, a special training program for women in leadership positions in republican and local executive authorities, as well as in state higher education institutions, included the topic “Forming national and universal approaches to achieving gender equality.” From January 27 to February 8, 2025, 115 women completed this course.
A draft curriculum for advanced training courses for heads of press services of state bodies and organizations was also developed. From November–December 2024 to February–June 2025, 119 participants completed the training.
Second, training courses titled “Combating Torture: International Practice and National Experience” continued in both online and offline formats. In 2025, such courses were held with national and international experts in the following regions: Jizzakh (February 24–25), Syrdarya (February 26–27), Navoi (May 22–23), Tashkent (July 3–4).
These events involved a total of 274 participants, including 50 representatives from law enforcement agencies and 10 from the prosecution service in each region, as well as regional court judges and staff from penal institutions.
International expert Azamat Shambilov participated online and delivered a presentation on the “Revised Nelson Mandela Rules.”
In addition, training sessions were conducted on April 21–22 in Termez and April 24–25 in Fergana on the topic: “Forensic medical documentation of torture and ill-treatment in accordance with the Istanbul Protocol.” These sessions were organized within the joint project of the National Center for Human Rights of the Republic of Uzbekistan and the OSCE Project Coordinator in Uzbekistan.
The sessions were attended by medical specialists from the Department for the Execution of Punishments under the Ministry of Internal Affairs and forensic medical experts from the Republican Scientific-Practical Center for Forensic Medicine. The total number of participants was 43.
Third, from January to June 2025, 188 events — including book exhibitions, quizzes, meetings, and round tables — were held in the information and library centers of 14 regions across the country under themes such as: “Value Your Life, Human,” “For the Dignity of Every Person!”, “Human Rights Are the Highest Value,” “Respect for Human Rights Is Our Duty,”
“Our Main Goal Is to Ensure Human Rights,” and others.
Fourth, a master’s program in “International Law and Human Rights” was launched at Tashkent State University of Law. In the 2023/2024 academic year, 14 students (9 in Uzbek, 5 in Russian) successfully completed the program. In the 2024/2025 academic year, 19 students (12 in Uzbek, 7 in Russian) graduated.
Fifth, in the first half of 2025, the Ministry of Poverty Reduction and Employment organized awareness-raising events on labor rights for persons with disabilities in accordance with the seminar-training program on the Convention on the Rights of Persons with Disabilities. These seminars were held in the Republic of Karakalpakstan, the city of Tashkent, and in 13 regions: Bukhara, Andijan, Fergana, Jizzakh, Namangan, Navoi, Samarkand, Syrdarya, Surkhandarya, Kashkadarya, Khorezm, and Tashkent regions. A total of 1,890 people participated in these events.
Sixth, to strengthen education and awareness in the field of human rights, cycles of radio and television programs were produced and broadcast on the national human rights system of Uzbekistan. In the first half of 2025, experts participated in interviews and reports aired on the following programs:
“Axborot 24,” “Fakt 24,” “Yangi davr,” “Davr yangiliklari,” “Poytaxt,” “Bugun,” “Joyida,” “Aktualno,” “Xabarlar,” “Andijon axboroti,” “Jarayon,” “Diyor yangiliklari,” “Kun tafsiloti,” “Namangan axboroti,” “Vaqt,” “Samarqand yangiliklari,” “Voha 24,” “Sado,” “Qashqadaryo axboroti,” “Axborot dasturi,” “Farg‘ona 24,” “Xorazm 24,” “Fursat.”
Also, in 2025, 4 book presentations and 3 thematic events on human rights were held. Additionally, 18 articles were published in leading national media outlets on topics such as: “Uzbekistan Shares Parliamentary Engagement Experience in UN Human Rights Mechanisms at Seminar in Ulaanbaatar”; “Human Rights and Braille Alphabet”; “Overview of Human Rights Reforms in Uzbekistan”; “Strengthening Protection of the Right to One’s Image”; “Uzbekistan Elected to the Independent Permanent Human Rights Commission of the OIC,” and others.
Seventh, in 2025, in cooperation with UNICEF and UN agencies, three events were organized on human and children's rights:
On February 11–12, 2025, a two-day seminar was held at the Human Rights House of the National Center for members of the Senate and the Legislative Chamber of the Oliy Majlis on the topic: “Implementation of Uzbekistan’s International Obligations in the Field of Children’s Rights and National Mechanisms for Their Fulfillment.”
On February 28, 2025, the National Center for Human Rights, together with the Supreme Court and with the support of the UN OHCHR Regional Office for Central Asia, held a roundtable on judicial practice in ensuring the right to adequate housing during forced relocation.
On the same day, on February 28, 2025, an event was held at the Human Rights House of the National Center of the Republic of Uzbekistan on the topic: "Discussion on the Implementation of Activities Outlined in the National Action Plans in the Field of Human Rights."
