On the second day of the three-day workshop on integrating a human rights-based approach into budget policy, the work focused on the practical application of budget expenditure analysis methodologies from the perspective of economic, social, and cultural rights.

The session began with a review of the key findings of the previous day and continued with an in-depth examination of tools for assessing budget expenditures from a human rights perspective. Particular attention was paid to analyzing budget allocations in relation to priority rights such as the right to health, the right to education, and the right to adequate housing.

Igor Grishko, an expert from the Office of the United Nations High Commissioner for Human Rights, presented modern approaches and methodologies for assessing the degree to which budget policy complies with States' international human rights obligations, including criteria for adequacy, efficiency, and non-discriminatory resource allocation.

The practical part of the day included group work by participants, during which they examined real-life examples of budget expenditures. Participants conducted analysis using the presented tools, which contributed to the development of applied skills in assessing budget policy through a human rights lens. In the afternoon, attention was focused on budgeting analysis in the context of the right to a healthy environment. Relevant methodological approaches were discussed, and practical exercises aimed at assessing budget decisions in terms of their environmental and social impacts were conducted.

The discussions confirmed the growing importance of integrating human rights-based approaches into budget planning and execution processes, as well as the need to further develop institutional mechanisms that ensure transparency and citizen participation, including tools such as the Participatory Budget initiative.
